URS is acronym of 'User Requirement Specifications', commonly use when design engineers are preparing documents to obtain quote from vendors and suppliers.

This is primary tool of Engineers, when start designing of any new project. URS is required of new or retrofit project as well. It should be clear in writing and self explanatory. It's complete document, when approved and ready to submit.
