In the city the population was spread out with 22.8% under the age of 18, 10.7% from 18 to 24, 28.2% from 25 to 44, 20.7% from 45 to 64, and 17.7% who were 65 years of age or older. The median age was 37 years. For every 100 females there were 94.9 males. For every 100 females age 18 and over, there were 89.6 males.

The county has been riven with controversy as one of its larger towns, Tollesboro, attempted to shift to bordering Mason County. Also in the mid-1990s, Tollesboro saw its own high school shut down, with the facility later emerging as a private, Christian school. Tollesboro residents of high school age are currently allowed to attend Fleming and Mason County school systems without the usual tuition required of out-of-county students because of the controversy surrounding the high school.
