 found Victor in a convent where he was recovering from mental illness. Kevin Collins had told her that his father was dead. When he recovered from his illness, he returned to Port Charles with Kevin and Lucy. While in Port Charles he was able to mend his relationship with his son, Kevin and became a suspect in the General Homicide murder mystery. Victor was frequently away from home when his twin sons were little. His wife sexually abused his son, Ryan Chamberlain. One night his wife abused Kevin thinking that it was Ryan. When Kevin told his father, he took Kevin and left leaving Ryan behind. Both sons experienced mental illness throughout their lives, but Ryan became homicidal.

Victor was held hostage by the General Homicide killer, Greg Cooper and his sister Julie. Greg claimed that he was Victor's son by a woman named, Marsha Cooper, whom was killed by Ryan when he was little. Eventually, it was discovered that Julie was not Greg's sister. The true paternity of Greg was never revealed.

Victor met Mary Scanlon and married her in 1999. Victor was presumed dead, but was actually kidnapped in Italy. Kevin and Mary rescued him. He reappeared in 2002 after he and Frank Scanlon found high levels of radiation and a pocket watch in the forest.
