. It is conducted by the Football Federation Victoria

The champions of the Victorian State League Division 2 South-East and North-West, Will Be Promoted to Play In the Victorian State League Division 1 the next season. Whilst the two teams finishing on the bottom of the ladder will be relegated to Division 2 in their respective zones. The champions, and runners-up of the State League Division 1, will be promoted to the highest footballing competition in Victoria, the Victorian Premier League

for the 2011 season. Altona Magic
and Sunshine George Cross will both compete in Victorian State League Division 1 after relegation from the Victorian Premier League in the 2010 season.
