In 1986 he was graduated from the Faculty of organization and technology of the Saratov Institute of Mechanization of Agriculture, and today the Russian State Service Academy under the President of the Russian Federation.

From 1986 - he become to Lecturer of the same academy.

In 1990 he was elected as a member of the City Council of Saratov

Since 1992 he was the Deputy of the Head of Administration of Saratov. Since 1994 - deputy chairman of the Saratov Regional Duma.
In 1996, he was appointed to the Vice Governor of the Saratov region.

In 1999, he was elected to the State Duma of the third session from the political block "Fatherland - All Russia" and Became to deputy director, and from September 2001 he was the Head of the "Fatherland - All Russia" party.

In the parliamentary elections of 2003 he was elected to the State Duma of the fourth session. In the Duma he was the deputy chairman, first deputy head of the fraction "United Russia". Since 2005 he was the Secretary-General of the Council Presidium of the party "United Russia".

In October 21, 2010 he was appointed as Deputy of the Prime Minister - as part of his rule as a Chief of Staff of the Russian Government after the dismissal of the former Chief of Staff, Sergey Sobyanin in connection with its approval to the Mayor of Moscow.
