Overview

The Walk-in-Selection / Balloting Exercise was a Housing and Development Board system that offers a convenient and efficient system that enables eligible flat buyers, particularly those in urgent need of accommodation, to book their choice apartment. The Walk-In Selection (WIS) / Balloting Exercise (BE) system was replaced with a computed balloting sales system called the bi-monthly sale exercise from April 2007.

In January 2002, HDB announced that it would conduct a one-off selection exercise to invite all existing applicants in the queue under its Registration for Flat (RFS) System to select a flat in the non-mature estates such as Bukit Batok, Bukit Panjang

Starting from April 2002, HDB offered 3-room & bigger flats in non-mature & some mature estates for sale on a town basis through a WIS process. The units were offered for sale to the general public progressively in batches to clear the backlog of 30,000 HDB units.

Buyers could walk in, apply, select and book their flat on-the-spot. HDB usually announced the details of the flats offered under the WIS for that month and the towns where they are located. The bookings were then held on the next working day on a first-come-first-served basis. As most of the units were completed, flat buyers could look forward to collecting their keys within 4 months.

Year 2007

    • Sale Allocation - 4-room (398 units) and Executive (503 units) flats for sale.
    • The flats are located in Sengkang (1,000 units), Punggol (84 units) and Hougang (63 units).

• • Jun 2006 - WIS Exercise in Jurong East, Jurong West
    • Sale Allocation - 5-room (422 units) and Executive (475 units) flats for sale.
    • The flats are located in Jurong East (25 units) and Jurong West (872 units).

• • Mar 2006 - WIS Exercise in Bukit Batok, Bukit Panjang, Choa Chu Kang

    • Sale Allocation - 2,532 units of 4-room (583 units), 5-room (979 units) and Executive (970 units) flats.
    • The flats are located in Hougang (113 units), Punggol (624 units) and Sengkang (1,795 units).

• • Aug 2005 - Balloting Exercise in Established Towns
    • Sale Allocation - 1,775 units of Studio Apartments (187 units), 3-room (125 units), 4-room (1,151 units) and 5-room (312 units) flats.
    • The flats are located in various established towns such as Bukit Merah, Geylang, Queenstown, Kallang/Whampoa, AMK etc.
    • They were built to rehouse families under the SERS and the surplus flats are now available for sale to public applicants.

    • Sale Allocation - 1,543 units in 5-room (1,299 units) and Executive (244 units) flats.
    • Among the 5-room flats, 471 are surplus replacement flats from the SERS in Sengkang.

• • Jul 2003 - WIS Exercise in Sembawang, Woodlands, Yishun

    • Sale Allocation - 3,237 units of 5-room (2,532 units) and Executive (705 units) flats.
    • Of these 3,237 flats, 2,134 are flats offered under the WIS for the first time.
    • The remaining 1,103 are balance flats that were not booked during the first WIS exercise.

Year 2002
