before being ordained a priest on June 7, 1952, for the Archdiocese of Saint Paul and Minneapolis
. He taught religion for a number of years at Saint Thomas Military Academy (later renamed Saint Thomas Academy
), an archdiocesan high school. He was also the Headmaster at St. Thomas Academy.
Bullock was appointed Auxiliary Bishop
of that diocese and Titular Bishop
of Natchesium
on June 3, 1980, by Pope John Paul II
, and was ordained bishop on August 12, 1980. On February 10, 1987, he was appointed bishop of the Diocese of Des Moines
by Pope John Paul II. On April 13, 1993, Pope John Paul II appointed Bullock the third Bishop of the Diocese of Madison. On May 23, 2003, Bullock retired.
