Salisbury was the son of John Salisbury and grandson of Robert Salisbury, MP for Denbighshire. He travelled extensively in his younger years. In 1621, he was elected Member of Parliament

Salisbury became a colonel in the Royalist army during the Civil War, He was appointed governor of Denbigh Castle
, which he repaired it at his own expense. He garrisoned and defended it for the King with great vigour, but was forced to surrender it after a two months' siege to General Mytton
on 14 October 1646.
In 1660 Salisbury was nominated for the order of Knight of the Royal Oak having an estate of £800 a year. He was High Sheriff of Merionethshire
in 1662. He was known as Hen Hosanau Gleision, (" old blue stockings,") and was described as " an upright honourable man."
