(born 28 January 1958) is the Vice Prime Minister and Minister of Finance and Economic Development in Mauritius
. He is an accountant by profession and is the leader of the PMSD political party which was in coalition with other parties like Ptr and MMSM which won the elections in 2005 and he was appointed as Vice Prime Minister
by the President on 5 July 2005. He is also a member of parliament.
In 1994, he was appointed as the Minister of Industry and Tourism and Minister of Industry and Industrial Technology. His main achievements during the short term in office have been the abolition of the death penalty and the enactment of a law relating to Mauritian nationality. In 1998, he created the PMXD. Following a by-election in September 1999, he was elected and became the Minister of Industry, Commerce, Corporate Affairs and Financial Services.
In the General Elections of July 2005, he was once again elected as Representative of the National Assembly in Constituency No 18 (Belle Rose/Quatre Bornes) and was subsequently appointed as Deputy Prime Minister, Minister of Tourism, Leisure and External Communications.
In 2009, there has been a reunification of 'Les bleus' (partitioned and separated party members of late Sir Gaetan Duval's party - PMSD) on the 79th birthday anniversary of the later. After the reunification, Hon Xavier Luc Duval dissolved the PMSD and took leadership of the Mauritian Social Democrats Party (PMSD). Hon Xavier Luc Duval is the son of late Sir Gaetan Duval (Former Leader of the PMSD and Deputy Prime Minister) and the brother of MP and Private Parliamentary Secretary Richard Duval.
During the general election of 2010, Xavier Luc Duval was re-elected in the Constituency 18 of Belle Rose/Quatre-Bornes together with his colleague Nita Deerpalsing of the Mauritius Labour Party.
Hon. X. L. Duval is married to Marie Jennifer Duval and is father of three children; Stephanie Duval, Alexandre Duval and Adrien Duval.

During his professional career, he was a founding partner of Coopers & Lybrand, Mauritius. He then became a Partner and Business Consultant at the DCDM, representative of Andersen Worldwide SC. In October 2000, he became Senior Partner at Nexia, Baker & Arenson, the Mauritian representative firm of Nexia International, a worldwide network of accountants and consultants employing some 12,000 professionals in 76 countries worldwide.In 1994, he was appointed as the Minister of Industry and Tourism and Minister of Industry and Industrial Technology.
