Fabella was born in Paris, France to Filipino parents. His father, Vicente K. Fabella, was the founder of Jose Rizal College
. He earned a degree in economics from Harvard University
and a Masters in Economics from Jose Rizal College, and also pursued post-graduate studies at the London School of Economics
. In 1962, he was named as among the Ten Outstanding Young Men of the Philippines.
Fabella was named to various positions in the government of President
