Brion has worked from associate attorney to senior partner levels in various law offices. He was the Director of the Institute of Labor and Manpower Studies from 1982 to 1984. He served as an Assemblyman in the Philippine National Assembly from 1984 to 1986. He was appointed as Deputy Minister in the Ministry of Labor and Employment during the same period.
