. Founded in 1894, the city rose from its Spanish period beginnings to become the premier town of Agusan del Norte. Its rich cultural heritage is evident in its preserved colonial period houses and its archaeological collections. Following its recent declaration as a city, it is also the officially designated capital of the province per Republic Act 8811. According to the 2007 census, it has a population of 61,564 people in 10,410 households. It will have an Internal Revenue allotment of Php 400,000,000 for the year 2012.

History

Based on Archival Spanish records, Cabadbaran is an old town replete with history which could be traced as early as 1867 when the District Governor Manuel Bascasa ordered the forced transfer of an already existing coastal village called Cabadbaran. During this period, the land area from present day La Union up to Caasinan has traditionally been called Cabarbaran. Inhabited by Manobos, this village was located between Tubay and Magallanes, which was then the Butuan of 1867. Only two hours on foot from Magallanes, this reduction was thus called La Reunion del Cabarbaran and was administered by recollect missionaries.

When the Jesuits took over the recollects in Agusan in 1875, they supported the retransfer of the Christianized Manobos in La Reunion back to Bunawan and Talacogon. When this was carried out in 1878, La Reunion was dissolved and the remaining residents joined the pueblo of Tubay. This dissolved reduction would be revived in the later years and would become the present day Barangay of La Union. The loss of La Reunion resulted to a vacuum of the presence of Church in the area leading Father Saturnino Urios to establish a new reduction in the south bank of Cabadbaran River, a few kilometers north of La Reunion. He was to name this new reduction as Tolosa.

Led by Teniente Eduardo Curato, Tolosa became a pueblo in 1894 when its citizens of Manobos and Visayan settlers petitioned for township status separating itself from the pueblo of Tubay. It was, however, through the influence of Don Andres Atega, Cabadbaran's leading revolutionary of 1896 which brought about the gradual disuse of the name Tolosa and the increasing use of the name of Cabadbaran as the name of the new pueblo in honor of its traditional name La Reunion del Cabarbaran. Found in this historic town are old monuments and ancestral houses reminiscent of its Spanish past.

Festivals and Celebrations

  • Charter Day Celebration - held annually every July 28 to commemorate the city-hood of cabadbaran.
  • Dagkot Festival - It is the sole important event during the fiesta celebration of Cabadbaran City. The weeklong festivity features socio-civic activities, sporting events, trade fairs and capped by a grand street dancing parade and competition to celebrate the historic past and the bright future that awaits the city also in honor of Nuestra Seniora de Candelaria.

Location

Cabadbaran lies 9 degrees north latitude and 125 degrees and 30 minutes east longitude on the northeastern part of Mindanao. Its boundaries are Tubay to the north, Butuan Bay to the west, Magallanes to the south, Madrid, Surigao del Sur to the east. It is 29 kilometers away from Butuan City. It is generally flat with rolling hills and swamplands in its western part. The highest of all mountains in Caraga Region, Mt. Hilong-hilong (located 2,012 meters above sea level), rises in this city.

Climate

The city belongs to the Second Climatic Type of the Corona Classification. No definite dry season in the place and maximum rainfall occurs from October to January. The average annual rainfall is 171.29 mm, average annual temperature 27.5 degrees.

By Land

Cabadbaran city is accessible by bus from Bachelor Express or Surigao Bus via Butuan-Surigao routes or vice versa. There are also Vans, Jeep, and multi-cabs that have routes coming also from both surigao and butuan city.

By Air and Sea

Currently the city has no sea and airports. Cabadbaran can be reached by air from Manila and Cebu via Butuan City which is 30 kilometers away. From the Visayas, it can be accessed via the Nasipit International Sea Port in Nasipit, Agusan del Norte (60 km) or via the Lipata Port in Surigao del Norte (79 km) through the Maharlika Highway

Cityhood

Recently Cabadbaran lost its cityhood, along with 15 other cities, after the Supreme Court of the Philippines granted a petition filed by the League of Cities of the Philippines

, and declared the cityhood law (RA 9434) which allowed the town to acquire its city status, unconstitutional. The said cities, the court ruled, did not meet the requirements for cityhood. More than a year later, on December 22, 2009, acting on the appeal of the so-called "League of 16 Cities" (of which Cabadbaran is a part of), the Supreme Court reversed its earlier ruling as it ruled that "at the end of the day, the passage of the amendatory law (regarding the criteria for cityhood as set by Congress) is no different from the enactment of a law, i.e., the cityhood laws specifically exempting a particular political subdivision from the criteria earlier mentioned. Congress, in enacting the exempting law/s, effectively decreased the already codified indicators." As such, the cityhood status of Cabadbaran is effectively restored.

But on August 24, 2010, in a 16-page resolution, the Supreme Court

reinstated its November 18, 2008 decision striking down the Cityhood laws making Cabadbaran a municipality again.

A previous law required towns aspiring to become cities to earn at least P100 million annually, which none of the 16 did.

Voting 7-6, with two justices not taking part, the SC reinstated its Nov. 18, 2008 decision declaring as unconstitutional the Republic Acts (RAs) converting 16 municipalities into cities again.

On February 15, 2011, the supreme court upheld for the 3rd time the cityhood of Cabadbaran and 15 other towns in the Philippines. Cabadbaran is a city again.
