Mitges was born in Psili Vrisi, Greece
. He came to Canada at the age of six and grew up in Guelph
. A veterinarian by profession, he entered politics when he served as a school board member. In 1966, he was elected as an alderman in Owen Sound, where he served until his election to the House of Commons
.
Mitges was elected to Parliament in the 1972 federal election
for the Progressive Conservative Party

On 1 November 2009, Mitges died at Guelph General Hospital
