The town land was purchased by Marvel and Lyman Ellis from Macomb's Purchase
and first settled around 1797 near Ellisburg village. Originally it was called "Ellisburgh."
The town was organized in 1803 from the town of Mexico
(now in Oswego County
) before the creation of Jefferson County.
In 1814 during the War of 1812

The community of Belleville set itself apart from the town by incorporating as a village. The community of Mannsville was incorporated as a village in 1879. The median age was 36 years. For every 100 females there were 99.3 males. For every 100 females age 18 and over, there were 98.3 males.
