Luxembourg imports virtually all its energy consumed since imports was higher than primary energy use in 2004-2009. In 2009 compared to 2004 population growth was 11 % but CO2 emissions were 11 % lower. In 2008, primary energy use per person in Luxembourg was 2.5 times higher than in the United Kingdom.
