After that, moved to New York City, where works in the Breckinrigde & Long legal desk and the Pan American Union in Washington D.C, being appointed as librarian and assistant director, being in charge until March 1936.

In 1933, by initiative of Caracciolo Parra Pérez, supported by Foreign Minister Pedro Itriago Chacín, Gil Borges was unsuccessfully proposed by Venezuela, as judge for the International Court of Justice in The Hague

(1939). Also, Gil Borges was in charge of negotiating the boundary treaty with Colombia, that Venezuela signed in March 1941, that ended a historical dispute between the two countries. His successor, Caracciolo Parra Pérez, appointed him as General Counselor of the Ministry. Gil Borges dies in Caracas in 1942.

Esteban Gil Borges was member of the Venezuelan Academy of Language (1916) and founding member of the Academy of Political Sciences (1915).
