. It was founded by the instrument of Royal Decree no. 93 of 10.4.1961, as a body-corporate, autonomous government agency. The purpose of its establishment was to increase the efficiency of public employees and educate them, so as to make them capable of shouldering their responsibilities and use their jurisdiction in a manner that would raise the level of administration and support the foundation of national economic development. In addition, the IPA contributes to the administrative organization of government departments, offers consultations on administrative problems referred to it by government ministries and agencies, undertakes administrative research works, and enhances cultural ties in the field of public administration.

Major Activities

Institute of Public Administration activities fall into four main categories:

1. In-service and pre-service training

2. Consultations

3. Administrative research

4. Administrative documentation

Objectives

The Institute of Public Administration aims at achieving the main goal behind its establishment, which is serving the cause of comprehensive development in the Kingdom. Following are the IPA’s objectives, as stated in its by-laws:

1. Raise the efficiency of government employees and instruct and train them to shoulder their responsibilities and exercise their authority so as they contribute to the development of administration and bolster the foundations of administrative development.

2. Support the efforts of administrative reform and development.

3. Provide consultations in administrative fields requested by ministries and other government agencies.

4. Enrich administrative thought with conducting and publishing, administrative research, and translating outstanding works related to administrative development.

The IPA’s by-laws also enable it to take the proper measures to achieve its goals. Paragraph 4 of the by-laws states that the IPA should

1. Set up and implement in-service training programs for various employment grades in the government.

2. Set up pre-service programs in various administrative fields according to market needs.

3. Conduct workshops and seminars for the executive branch in the government;

4. Sponsor conferences and symposia concerned with administrative development issues.

5. Provide consultations to government agencies and assist in their implementation.

6. Encourage the authoring and publishing of original works and conducting research and administrative studies related to administrative development.

7. Translate into Arabic outstanding international works in the fields relevant to the IPA’s line of work.

8. Classify government documents and facilitate their access.

9. Seek membership with regional, Arab and international institutions and organizations in the field of administrative development.

10. Participate in conferences, symposia and meetings related to administrative development inside and outside the Kingdom.

11. Grant scholarships to faculty members to further their education, and dispatch them on study and training missions in areas relevant to the IPA’s areas of concern.

Women Branch

The IPA women’s branch was e​stablished on 1983 . in Riyadh. The inauguration of this branch reflects the government awareness of the role of administrative development and the need to fulfill its requirements including preparation and development of female personnel to assume their responsibilities, and upgrading the efficiency of women’s departments in the government agencies operating in different areas of development.
