Jose Panganiban is a 2nd class municipality in the province of Camarines Norte, Philippines
. According to the 2000 census, it has a population of 80,064 people in 8,969 households.
The town of Jose Panganiban was formerly known as “Mambulao”, a word taken from “mambulawan,” meaning bountiful in gold.
From 1900 until the early twenties, Mambulao was sleepy town, isolated from the other towns of Camarines Norte.
During the gold bloom, it was dubbed as “Little Manila”, due to flourishing business operated by Filipinos, Chinese, Japanese, Syrians and many others.

It has an International Seaport located in Brgy. Osmena which is five kilometers away from the town proper.

Geography
It lies on a strip of seashore off the Mambulao bay, and is bounded by a hill on the northeast of the bay, within the province of Camarines Norte. On December 1, 1934, the municipal council passed a resolution urging a change in the name of the town.History
Pursuant to the provision of Act No. 4155, Mambulao was changed to Jose Panganiban.
