She was elected in 2008 to replace incumbent Insurance Commissioner Matt Denn, who did not run for re-election as he was seeking the office of Lieutenant Governor of Delaware
. She unsuccessfully campaigned for the office of Insurance Commissioner in the 2000 general election and the 2004 Democratic primary.
In 2008, Stewart won a three-way Democratic primary election for Insurance Commissioner. In the 2008 general election, Stewart was elected to office of with 56.9% of the vote over Republican John Brady's 41%.
