Lives of Omission centers around a squad of undercover officers from the Criminal Intelligence Bureau (CIB) of the Hong Kong Police Force, who are closely following the activities of Yee Fung (義豐), a large triad society. Closely working with the mainland Chinese police, Laughing successfully busts an illegal armed weaponry organisation and resumes his identity as a police officer in Hong Kong. He is appointed as head instructor of the Criminal Intelligence Bureau (CIB), specialising in seeking and training CIB recruits in undercover work.

. On the surface, Laughing and Michael appear to be good brothers, but in fact both have their own purpose, mutually taking advantage of one another. Feeling as if Laughing is holding him back from "moving up" in the triad, Michael betrays Laughing and decides to work alone. To tackle down the triad's crimes, Laughing applies to be an undercover once again.

Plot

Laughing (Michael Tse) recently completed a long term undercover mission to take down a dangerous career thief/gangster. Afterwards, CIB Director Harry Kung (Damian Lau) received Laughing into his group to become a teacher to new recuits. On Laughing's very first day, he would encounter a woman that greatly resembles his former lover, Karen (from the movie); she's Laughing's new commander and second lead in CIB, Jodie Chau (both played by Fala Chen). Together, their assignment is to recruit and train rookies in the art of undercover. However, things didn't go as smoothly as desired.

Laughing lacked a unprofessional attitude in the CIB HQ and did many things without informing fellow agents; it often caused everyone to question his motives. While recruiting for new agents, he managed to reserve one agent for himself to choose. He ultimately chose, Lap Ching (Jin), a talented, but problematic rookie under his wing. With their team assembled, they began training them in the art of undercover police investigation and the methods of the trade.

CIB always wanted to take down a large and notorious triad, Yee Fung. As both a means of training and to investigate against Yee Fung, Laughing and Jodie had their rookies investigate against Laht Gurng (Spicy Ginger, Ben Wong). To further dig deeper into Yee Fung's group, Lap Ching was sent in as a low-level gang and pimp to feed CIB information as they work. In between this time, Laughing had chosen to work with Michael (Bosco), a crippled low-level gangster in Yee Fung. Seeing his ambition, Laughing and Michael had a mutual manipulative relationship to help each other benefit in their own situation. Ultimately, the operation was considered a success as it detained and charged many of Laht Gurng's group in illegal prostitution and racketeering. In the process, Michael raised within the ranks of Yee Fung and gained notoriety.

The results of the mission didn't sit well with Laughing as he knows Michael went behind his back and did many things to help himself rise; unfortunately, even with Laughing's skills, he couldn't take down Michael. Using his intellect, Michael quickly rose higher and eventually became a leader of his own group within Yee Fung. Using the power of the internet, he created brand new inventive ways to sell drugs at a record pace; this didn't see well with CIB

Later on, Laughing tried to help another rookie go undercover in attempt to stop Michael, but the process left his agent brain damaged and reduced to a wheelchair for the rest of his life. In order to stop Yee Fung, Laughing agreed to become an undercover agent for a fourth time. Using his frustration over his rookie's demise as a ploy, Laughing created a situation where his behavior could no longer be tolerated by the Police Force and had him kicked out and even sent to jail. All of this trouble to establish his credibility to be considered by Yee Fung.

Not long, Yee Fung's chairman, Mok Yat-Lit (Cheung Kwok-keung), noticed Laughing's talents and recruited him as his new star member. Working along side with Michael, the duo gained their own territories and investments that impressed all of Yee Fung. In between undercover work, Laughing and Jodie became romantically involved. Being Laughing's handler, Jodie tried to keep things professional, but Laughing doesn't make it easy for her. In order to dig in deeper for dirt on Mok Yat-Lit, Laughing won the heart of Yat-Lit's mistress to discover his secret cocaine stash. However, to their surprise, Yat-List escaped capture because one of the CIB agents was his god-son and he helped him escape.

Ultimately, Yat-Lit was sent to jail. Under the advice of his lawyers and his manipulation, he had his mistress take the fall for the bulk of his recent crimes and he agreed to plead guilty under lesser charges for a few months in jail. However, even in jail, Yat-Lit's influence to Yee Fung still remains. Sensing the ambitious nature of Michael, he had one of his lieutenants kill Michael; ironically, the lieutenant sided with Michael and had him killed in the jail shower. After his death, Michael won the election and became the new chairman of Yee Fung.

After gaining Yee Fung, Michael set his sights to greater goals by joining a secret black organization: ETHER. Ether was a group of influential businessmen that shared their resources together to mutually again greater riches than either could've done individually. Unfortunately, Ether wouldn't last as Laughing's interventions eventually lead to the downfall of both Ether and Yee Fung. The majority of the Ether members escaped, but they were all suspicious of Michael as one of them heard from a police mole that Michael had damning evidence against them in his home. To prevent further doubt, Michael blamed it all of the accusations on his wife, Paris. He then shot her and threw her body over the water to prevent further doubt. However, all the Ether members were tracked and arrested, except for Michael.

In a confrontation with Michael, Jodie was captured as a hostage in a industrial building. When the members of Ether were arrested, they had utility rings that contained an alarm system as well as a laser decoder that flashes the numbers of a secret account of vast riches. With all of them arrested, Michael is the only one who could gain access to that secret account. The hostage situation didn't go well, Michael had to flee, but he flung Jodie over the hanger. Laughing managed to grab of hold of her, but help couldn't come soon enough. Before she died, Jodie told Laughing to live well and she slipped out of Laughing's hands; she dropped to her death. Enraged with her death, Laughing lured Michael out and killed him by shooting him in the chest. After cops came, Laughing was arrested and found guilty of murder. For his crime, he was to be jailed for life.

In the aftermath of things, director Kung retired from CIB. Lap-Ching would become a decorated CIB agent and returned to the undercover life. It was revealed that Paris's death was faked. In a letter, Michael explained their ploy to gain control of Ether could've been too much if exposed; the only way to gain trust was to fake her death. Paris had secretly hidden herself in a country house for untold time to avoid the lash of Ether. Laughing continues to live out his life sentence in jail, but under the hateful watch of criminals he helped put in jail.
