Planoise is a fairly recently developed area of Besançon
(France
), built in the 1960s
and located to the west of the city, between the hill of Planoise and the district of Hauts-de-Chazal. With 21,000 inhabitants (17% of inhabitants) it is the most populous district
of the city. Its inhabitants are called Planoisiens and Planoisiennes.
The area is constantly changing (reconstruction and renovation of the old buildings, construction of a new hospital, planning of the future tram). Despite the difficult economic and social conditions, Planoise has become a commercial crossroads (with its malls and many companies) a multicultural place (the area numbers over 50 cultural origins) in a highly urbanized area (8.700 inhabitants/km²). Few monuments or sites of interest exist, but buildings like the Departmental archives of Doubs
or the statue of diversity are notable.

A lot of other examples contribute to the degradation of the image of Planoise, like an attack on policemen in the Cassin sector in 2009, who were attempting to stop a riot, or the hold-up of a bus at the bus stop of Planoise in 2008 (Following many strikes by the bus conductors of Besançon public transport).
To stop the continuation of anti-social behavior in Planoise, the municipality have tried to react very quickly, and opened a commissionership in Cassin sector (however it was burned in 2007) and have increased the police presence in the area. Since 2000, an area of the neighborhood was classed as a "zone franche urbaine" (exoneration of taxes for new firms created over the following 10 years) which has enabled the installment of many new companies and business'.
