Heck served on the South West Community Development Committee since 1970 and was its chair from 1983-90. She was the Mayor of Hasbrouck Heights
from 1988-95, and served on the borough's Planning Board during that period. Heck served on the Hasbrouck Heights Council from 1985-87 and on the Hasbrouck Heights Zoning Board from 1978-84. She was a Commissioner on the Bergen County Utility
Authority Commissioner from 1989-91 and was the County Community Development Committee Chair from 1987-90. On November 6, 2007, Heck was elected for her third term as Mayor of Hasbrouck Heights, defeating Councilmembers Democrat Maryetta Saccomano and Independent Carol J. Skiba.
