Rossvyazokhrankultura
Encyclopedia
Rossvyazokhrankultura was the short name for the Russian Federal Surveillance Service for Mass Communications, Communications and Cultural Heritage Protection , a state governing service entrusted with monitoring compliance in two unrelated areas - communications and mass media and preservation of tangible cultural heritage.
According to a decree issued by President Vladimir Putin
on March 12, 2007, Rosokhrankultura (cultural heritage watchdog) was merged with Rossvyaznadzor, a service that surveilled Russian telecommunications (under jurisdiction of the Ministry of Information Technologies and Communications), into a new service subordinate to the Government of Russia
directly, and was short-named Rossvyazokhrankultura since then. On March 27 Boris Boyarskov
was appointed chairman of the new service. In March 2007 the authority — then a subdivision of the Culture Ministry of Russia
called Russian Federal Surveillance Service for Compliance with the Legislation in Mass Media and Cultural Heritage Protection (Rosokhrankultura) — warned the Kommersant
newspaper that it shouldn't mention National Bolshevik Party on its pages, as the party had been denied official registration.
As at May, 2009, the dual-headed service has been split back into independent agencies, with the mass communication function subordinated to Ministry of communications and the heritage-keeping function to the Ministry of Culture.
