in 1965. He taught school in Illinois public school system and also served as a principal and superintendent at Goodfarm School until his retirement in the early 1990s. He served in United States Coast Guard Reserve
from 1943 to 1946. Hall worked for the Community Health Network.
Hall was elected as a Democrat
to the Ninety-fourth
Congress (January 3, 1975-January 3, 1977), having failed to capture the seat during the previous (special) election in 1972. He was an unsuccessful candidate for reelection to the Ninety-fifth
