The Philippine
Institute for Development Studies (PIDS) was created on September 26, 1977. PIDS was established to respond to the critical and growing need for research for planning and policy formulation. In general, PIDS research is envisioned to help government planners and policy-makers in executive and legislative branches of government. Its primary clientele consists of the network of agencies which make up the National Economic and Development Authority
. PIDS was established by virtue of Presidential Decree No. 1201. PIDS is organized as a nonstock, nonprofit government corporation.
and Dr. Jose Magadia. After undergoing extensive consultations within the Institute as well as with its clients and affiliates, the PIDS Policy Research Agenda, 2005-2009 was finalized. This is said to be consistent with the emerging development policy preferences of the national government in the 21st century.
With these in mind, the research agenda clearly recognize that the tasks and goals of research during the covered period may include the following:
(1) deep understanding of the situations of specific sectors, including analyses of the latter's respective strengths and weaknesses; (b) an appreciation of the institutions and structures responsible for addressing the various sectors' concerns, whether formal or informal, governmental or non-governmental, plus an assessment of what has been done and what remains to be done; (c) comparative study of country experiences, particularly, countries that are similarly situated as the Philippines
; and (d) exploration of alternative and innovative models, techniques, and frameworks across time and country border.

The Policy Notes are observations/analyses written by PIDS researchers on certain policy issues. The treatise is holistic in approach and aims to provide useful inputs for decisionmaking. The Notes are circulated to the highest levels of decisionmakers in the country.
The Development Research News is a bimonthly publication of the Institute which highlights findings and recommendations culled from PIDS-sponsored research and fora. This newsletter also features special articles on key national and current issues as well as news on PIDS activities participated in by the staff that provide an inside look at the people within the Institute. The main objective of the newsletter is to highlight policy-oriented but nontechnical issues deemed relevant and timely.
The Discussion Papers are preliminary, unedited and unreviewed papers circulated on a limited basis for the purpose of eliciting critical comments and suggestions for refinement of the studies. They may eventually graduate into any of the Institute's regular publication series. The Philippine APEC Study Center Network (PASCN) also publishes discussion papers on APEC-related matters.
The Economic Issue of the Day is a two-page publication which deals with concepts behind certain economic issues. This dissemination outlet aims to define and explain, in simple and easy-to-understand terms, basic economic concepts as they relate to current and everyday economics-related matters.
The Philippine Journal of Development, formerly Journal of Philippine Development, is a professional journal published twice a year which focuses on the various aspects of Philippine development particularly on economy, business, public administration, foreign relations, sociology, political dynamics and other topics which have strong policy implications on Philippine concerns. The Journal serves as a publication outlet of research studies conducted under the auspices of the Institute for greater dissemination and wider reach of the Institute's target audience. The target readers include policymakers, planners, key government officials and other interested individuals and organizations with particular focus on both local and foreign-based researchers and research institutions and the academe.
The Research Paper Series are the final outputs of the research staff. The Series is a formal publication meant to promote research, stimulate discussion and encourage the use of study results. Studies published under this Series have been reviewed by an internal publications review committee and by external referees. Studies are original and have not been published in any form and contain the rationale, framework, methodology, conclusions or recommendations and other relevant information.
Books are the ultimate printing outlet of PIDS studies which caters to a broad-based audience or the general public. These books deal with various important policy concerns presented in a comprehensive and coherent manner. They include topics of great significance to the body of knowledge in a particular area of development.

Roles and Goals
- To develop and implement a comprehensive and integrated research program that will provide the research materials and studies required for the formulation of national development plans and policies;
- To serve as a common link between the government and existing research institutions;
- To establish a repository for economic research information and other related activities.
Programs and Activities
- To carry out its mandate, the Institute has maintained three basic programs, namely:
- Research Program;
- Outreach Program; and
- Dissemination and Research Utilization Program.
